Carpet Feels Damp

We have a crawl space under the entire house that is only accessed from the outside.

Carpet feels damp.

This scenario occurs mostly in basements. There s no apparent smell but i swear the carpet feels damp not wet just cold and damp. It s been raining here in southern indiana for days and the inside of my house carpet bedding etc feels damp. Can i use vinegar to remove a sticky feeling out of my carpet.
